PROBLEM TO BE SOLVED: To provide a fixing device capable of forming a foam fixing solution of a desired film thickness in an applying means, easily and at a low cost, and to provide an image forming apparatus. SOLUTION: The fixing device 10 is configured to foam a fixing solution containing at least a softening agent for softening resin-contained fine particles containing the resin by partly dissolving or swelling the resin, a foaming agent and water, and then, apply the foam fixing solution to an unfixed resin-contained fine particle layer on a recording medium by the applying means to perform fixing. The fixing device 10 includes: a regulating means 16 for regulating the foam fixing solution in the applying means to have a desired foam amount; and an energizing means 22 disposed in the regulating means, for energizing the foam film of the foam fixing solution via the regulating means. The energizing pressure value of the energizing means to obtain the desired foam amount of the foam fixing solution in the applying means is set to a pressure value equivalent to repulsive force of the foam of the foam fixing liquid.
