PROBLEM TO BE SOLVED: To provide a composite separation membrane which is excellent in a separation characteristic, a water permeability performance, chemical strength (chemical resistance), physical strength and an antifouling property, which can separate a low molecular compound and an ion that can be hardly separated by a conventional microfiltration membrane or a conventional ultrafiltration membrane and which is effective in boron removal or the like from seawater and further to provide a water treating apparatus using the composite separation membrane and a method for driving the same. SOLUTION: The composite separation membrane contains a layer of three dimensional network structure which is formed of a thermoplastic resin (A) and has an average pore diameter of a surface between 0.01μm and 1μm and a layer made of porous structure which is formed of a thermoplastic resin (B) and contains an adsorbent.
