Provided is a key implementation system that is extensible, low-cost, and can prevent various forms of information leakage and illicit activity. An LSI chip (10) has: a first decryption unit (101) that receives first encrypted key data and decrypts said data using a first encryption key, thereby generating first decrypted key data; a second encryption key generator (105) that generates a second encryption key on the basis of a second ID; a second encryption unit (103) that encrypts the first decrypted key data using the second encryption key, thereby generating second encrypted key data; and a second decryption unit (104) that decrypts the second encrypted key data using the second encryption key, thereby generating second decrypted key data. When a key is loaded, the second encryption unit (103) stores the second encrypted key data in a memory unit (11). When the key is used, the second decryption unit (104) reads the second encrypted key data from the memory unit (11).
