The system has a transport device (1) for transporting soil- or mineral materials (11), and a mixing device (3) provided with tool shanks (5) and tool heads (6) at a shaft (4), which runs transverse to a transport direction of the transport device, where transportation speed of the transport device and rotation speed of the mixing device are controllable. The mixing device is arranged over the transport device. The tool heads have forked extensions, and each tool shank extends on both sides of the shaft. The tool heads are arranged at each end of the tool shanks. An independent claim is also included for a method for mixing soil- and mineral materials with additives.
