<P>PROBLEM TO BE SOLVED: To provide a developing device that has high toner use efficiency and image quality by preventing degradation in the quality of an image formed with deteriorated toner and by utilizing toner, and to provide an image forming apparatus using the developing device. <P>SOLUTION: The developing device includes: a container storing toner; a developing chamber disposed in the container and including a developing roller for developing a latent image on an image carrier with the toner; and an agitating chamber which is disposed in the container and includes an agitating member for agitating the toner and a toner replenishing port for replenishing the toner to the developing chamber, wherein both end parts, in the axial direction of the developing roller, of the toner replenishing port is higher than the center part thereof.
