PROBLEM TO BE SOLVED: To obtain a reflecting surface of electromagnetic waves in which the magnetic wall operating frequency band of which the reflection phase becomes 0°changes. SOLUTION: The reflecting surface of the electromagnetic wave includes a substrate 1; a ground plate 2 formed on a first face of the substrate; and a plurality of conductor patches 3, formed on a second face of the substrate facing the first face and has a structure where the plurality of conductor patches are arranged at a given interval, and each of which has a dimension of at least one wavelength or less at an operating frequency. The reflecting surface also includes a plurality of short-circuit opening means 4 for electrically performing changeover between a short-circuit state and an open state between the plurality of conductor patches and the ground plate; and a control part 5 for performing control to changeover the plurality of short-circuit opening means, between the short-circuit state and the open state.
