PROBLEM TO BE SOLVED: To provide an alarm (fire alarm) enabled to output a voice in a language used by a user without giving the user trouble. SOLUTION: The alarm for detecting a failure in a monitoring area includes: a failure detection unit for detecting a failure in the monitoring area; a voice output unit for output of a voice in any language, wherein voice data in a plurality of languages are stored; a voice recognizing part for receiving voices of residents and recognizing a use language of the residents; and a control unit for output of the voice data of the use language of the residents recognized by the voice recognizing part to the voice output unit when the failure detecting means detects the failure in the monitoring area.
