PROBLEM TO BE SOLVED: To reduce a load on management, and to properly control the flow rate of a thread. SOLUTION: Whether or not a CPU use rate measured by a CPU use rate measurement part 12 falls within the optimal use range is determined by a CPU use rate determination part 13, and when it is determined that the measured CPU use rate does not fall within the optimal use range, an appropriate number of threads changing part 14 changes the appropriate number of threads to control a flow rate based on whether or not the CPU use rate falls within the optimal use range without preliminarily creating any table information storing the design value of each thread for controlling the flow rate. Also, the proper number of threads is prevented from being largely changed by changing the appropriate number of threads one by one regardless of the size of a difference between the actual CPU use rate and the optimal use range, and the CPU use rate is made to gradually approach the optimal use range.
