<P>PROBLEM TO BE SOLVED: To suitably allocate CQI transmission resources. <P>SOLUTION: A radio base station eNB includes a resource allocating unit 11 that is configured to decide time-directional, frequency-directional and code-directional resources to be allocated, as CQI transmission resources, to mobile stations UE.
