<p><P>PROBLEM TO BE SOLVED: To provide a plant monitoring controller allowing an unskilled person to smoothly change a screen for operation. <P>SOLUTION: In the plant monitoring controller, a base screen is a higher-order screen that serves as a base. A base screen ID is an identifier allocated to the base screen, and is a file name storing data of the base screen. An allocation frame is a predetermined area of the base screen. An allocation frame ID is an identifier of a lower-order screen corresponding to the area, and is a file name of the lower-order screen. The above information, and a position of the allocation frame on the base screen, an area, and switching magnification are stored in a screen relevance definition file. When receiving an instruction to expand a screen by pointing the inside of the allocation frame of the base screen, the plant monitoring controller expands the base screen up to the switching magnification and displays it.
