PROBLEM TO BE SOLVED: To take beforehand a congestion avoiding behavior by predicting and alarming congestion in a short time accompanied by right-turn waiting of a vehicle, when a traveling road includes a crossing without a right-turn exclusive lane. SOLUTION: This device includes a storage means 3 for storing map information including lane information of a crossing, a crossing information acquisition means 4a for acquiring crossing information on the traveling road of the vehicle from the storage means, a determination means 4b for determining a lane state at the crossing on the traveling road in front of the vehicle from the crossing information obtained by the crossing information acquisition means, and a control means 4d for outputting guide information based on determination by the determination means.
