PROBLEM TO BE SOLVED: To provide an image processor for detecting abnormality such as dew condensation with image data generated by reading a document image, an image reader and an image processing program. SOLUTION: A character area decision unit divides the read document image into a plurality of areas, and when there is a character area including characters among the divided areas, an inclination decision unit of an abnormality decision unit calculates an inclination as an amount of variation in pixel value of a pixel of interest included in the character area. The abnormality decision unit decides that the character area is not out of focus when the number of pixels of interest whose inclinations are equal to or larger than a threshold 1 (the number Z of inclinations) is equal to or larger than a threshold A and when the number of pixels of interest whose inclinations are equal to or larger than a threshold 2 and smaller than the threshold 1 (the number Y of inclinations) is equal to or smaller than a threshold B. It is decided that dew condensation does not occur when the number (m) of out-of-focus character areas (the number of out-of-focus areas) is equal to or smaller than a threshold C and occurs when larger than the threshold C.
