PROBLEM TO BE SOLVED: To surely prevent solids, such as sand and waste, from accumulating in a water storage tank 3 together with rainwater in a rainwater outflow restraining facility 1. SOLUTION: In the rainwater outflow restraining facility 1 which includes the water storage tank 3 formed by layering a plurality of water storage space forming members 31, which are a resin molding wherein many rows 32 each consisting of projections are formed in parallel to each other with a predetermined distance, so as to alternately cross the forming members 31 at right angles, and an inflow basin 2 connected to the water storage tank 3, a gutter member 6 having a length reaching from one side to the other side of the water storage tank 3 is inserted through a space 33 between the projections of at least the water storage space forming member 31A positioned in the lowermost portion of the water storage tank 3, thereby connecting the inflow basin 2 and the water storage tank 3 through the gutter member 6.
