PROBLEM TO BE SOLVED: To provide a voltage nonlinear resistor element with excellent thermal stability whose threshold voltage in voltage-current characteristics is hard to vary by heat, and a method of manufacturing the same. SOLUTION: The voltage nonlinear resistor element 100 includes: opposite conductor layers 2, 6a and 6b; and a multilayer structure 20 provided among the conductor layers and comprising a first NiO layer 3, a group-III-element-containing ZnO layer 4 containing ZnO and a group III element, and a second NiO layer 5, which are laminated in the order named.
