PROBLEM TO BE SOLVED: To provide a radio base station capable of easily determining transmission power allocation to respective sub channels and respective transmission antennas while considering the restriction of the maximum output value for each transmission antenna. SOLUTION: A scheduling section 12 generates mapping control information in which mobiles and the number of transmission sub channels are allocated such that a transmission power amount to be allocated to each transmission antenna, which is the total of transmission power allocated to each of the plurality of mobiles, does not exceed the maximum transmission power of each transmission antenna and the total transmission power amount of the transmission power allocated to each of the plurality of transmission antennas does not exceed the maximum total transmission power of a base station, on the basis of user data and QoS information from a QoS detection section 11, channel quality information from a channel quality information/transmission line information acquisition section 15, and the transmission power to subcarriers configuring the sub channels of the transmission antennas and the total transmission power to be allocated to the subcarriers from a transmission antenna weight calculation section 16, and outputs it to a resource mapping section 13.
