PROBLEM TO BE SOLVED: To provide a sound insulating wall device which can change its height according to the request for a sound insulation priority state and a sunshine priority state considering that a conventional sound insulating wall can not change its height and therefore interrupts the sunshine toward adjacent residential buildings even in the case where sound insulating measures are not required to be taken after construction work hours or the like when a noise is not generated, and sound insulating effects can not be obtained if the priority is given to the sunshine toward the adjacent residential buildings. SOLUTION: The sound insulating wall device includes: a lower wall body 10 which is installed on the ground 15; a movable wall body 20 which can be installed above the lower wall body 10; and a formation device 5 for the sound insulating wall, which changes the height of the sound insulating wall formed with the lower wall body 10 and the movable wall body 20.
