<P>PROBLEM TO BE SOLVED: To provide a vehicle controller enabling the system configuration and contents of communication data of the smart entry system and the like of a conventional vehicle to be diverted without installing a device for reading the information in an IC chip on the vehicle side. <P>SOLUTION: This vehicle controller includes a portable machine 1 capable of reading the information in the IC chip of an IC driver's license 5 and the like and a control unit 3 for controlling a vehicle 2 based on the information in the portable machine 1.
