<P>PROBLEM TO BE SOLVED: To provide an engine start control device preventing unnecessary warm-up operation, a portable terminal device, and an engine start control system. <P>SOLUTION: A control portion 14 outputs an engine start signal to a starter circuit 4 through an interface 17 when a receiving portion 11 receives an engine starting signal. A determining portion 13 determines that an engine should be stopped, and outputs the determination result to the control unit 14, when temperature detected by a temperature sensor 2 (for example, the temperature of engine cooling water and around the engine, and air temperature) exceeds predetermined threshold temperature.
