PROBLEM TO BE SOLVED: To provide an insulation deterioration diagnostic device of a high voltage power receiving facility for accurately diagnosing the initial state of a partial discharge associated with insulation deterioration in a high voltage power receiving facility. SOLUTION: A high frequency current detector 36 detects a high frequency current flowing in a sheath earth wire of the lead-in cable of the high voltage power receiving facility, an amplifier 37 amplifies the signal detected by the high frequency current detector 36, a detector circuit 38 rectifies and detects an envelope curve signal of the detected signal of the high frequency current flowing in the sheath earth wire, which is amplified by the amplifier 37, and a signal separation circuit 39 separates an output signal of the detector circuit into signals of predetermined 2 band frequencies, Further, a gate circuit 43 obtains a logical product of the separated signals of 2 band frequencies, a determination circuit 44 determines an occurrence of the partial discharge in the high voltage power receiving facility based on the output signal of the gate circuit 43, and when the determination circuit 44 determines that the partial discharge occurs in the high voltage power receiving facility, an alarm is output to an alarm output circuit 45.
