PROBLEM TO BE SOLVED: To provide an elusion reducing material stably exhibiting reduced elution of heavy metals over a long period and strengthening ground; and to provide a process for elution reduction. SOLUTION: The elution reducing material includes a processed material obtained by contacting incinerated ash of sludge with acid, magnesium oxide, an iron salt, and a strength-enhancing material, wherein the contents of the processed material and the magnesium oxide are 1-45 wt.% and 15-60 wt.%, respectively.
