PROBLEM TO BE SOLVED: To provide a tire vulcanizing bladder which is improved in durability and has a long life. SOLUTION: In the bladder, the outer layer is made of a silicone rubber composition, and the inner layer is made of a terminal siloxane-modified fluororubber composition. Preferably, the silicone rubber composition is a millable type and contains: 100 pts.mass of a linear diorganopolysiloxane having at least two alkenyl groups in a molecule; 0.01-10 pts.mass of an organohydrogenpolysiloxane whose average composition formula is expressed by (R<SP>1</SP>)<SB>x</SB>H<SB>y</SB>SiO<SB>(4-x-y)/2</SB>(R<SP>1</SP>is a substituted or unsubstituted monovalent hydrocarbon group excluding aliphatic unsaturated groups; and x and y are each an integer satisfying 1≤x≤2.2, 0.002≤y≤1, and 1.002≤x+y≤3) and which has at least two hydrogen atoms in a molecule; 20-80 pts.mass of dry silica having a specific surface area of at least 100 m<SP>2</SP>/g; and a vulcanizing agent.
