PROBLEM TO BE SOLVED: To provide a device and a method for simply processing the surface of printed matter at a low cost. SOLUTION: The device for processing the surface of printed matter thermally transfers the resin of the transfer layer to the printed side of the printed matter by pressing a heating bar 12 against a platen roller 19 and heating the resin of the transfer layer to the melting temperature or higher of the resin of the transfer layer while interposing the printed matter 1 between a thermal ribbon 11 having a transfer layer (11c) mainly made of a resin to be turned into a transparent film by melting and a backup belt 18 and carrying the printed matter. The continuous execution of a thermal transfer using the thermal ribbon having a width wider than the printed matter from just before the front end of the printed matter arrives at a thermal transfer point to just after the rear end crosses the thermal transfer point permits a transparent protective film (11c') of the resolidified resin to be overlyingly formed on the entire printed side of the printed matter. The printed matter is separated by a separating roller 15 during cooling. The resin of the transfer layer on the periphery of the printed side of the printed matter is left on the thermal ribbon side without being transferred to a backup means, thereby permitting the backup belt to be repeatedly used without being stained.
