PROBLEM TO BE SOLVED: To provide a solubilized composition in which a low molecular-weight cyclic/linear silicone is solubilized in a large quantity and stably. SOLUTION: The solubilized composition comprises a polyoxyethylene alkyl ether type nonionic surfactant represented by general formula (I) (wherein R<SP>1</SP>is 8-18C branched chain-containing alkyl; and a is an integer satisfying 3≤a≤20), one or more silicones selected from a cyclic silicone represented by general formula (II) (wherein m is an integer satisfying 3≤m≤7) and a short-chain linear silicone represented by general formula (III) (wherein n is an integer satisfying 3≤n≤7) and water.
