PROBLEM TO BE SOLVED: To perform each operation by a three-dimensional simulator by instructing coordinate data of a human body or an object in an external system of the three-dimensional simulator. SOLUTION: Each setting or operation is performed by coordinate data showing coordinates on the three-dimensional simulator 14. A model data reading unit 20 reads model data created by the three-dimensional simulator 14, and the model data are subjected to variable conversion and set in each information table of an information table 22. A component information setter 28 adjusts the color and position of each device, and a holding information setter 30 operates the rotation center of each component from offset information and sets the rotation center in a holding information table 52. A device information compositing unit 32 duplicates a device or the like on the basis of an assembly sequence recipe 58, and a movement information calculating/generating unit 34 generates operation information for walking. An operation information generating unit 36 creates human body operation information and an operation control program by an operation position control operation unit 24 on the basis of data set in each information table.
