PROBLEM TO BE SOLVED: To provide an anodized porous alumina having a cell and a fine pore shape which are controlled to have a specific aspect ratio and a method of manufacturing the same. SOLUTION: The method of manufacturing the anodized porous alumina 8 is characterized in that the surface shape of the cells and the opening shape of the fine pores 7 are controlled to have the aspect ratios different from each other, that is, to have horizontal and vertical dimensions different from each other by arranging a start point of the fine pores 7 in a previously prescribed form on the surface of aluminum 3. The anodized porous alumina 8 is manufactured by the method. The resultant anodized porous alumina 8 is used as a starting material for manufacturing a functional device having anisotropy.
