<P>PROBLEM TO BE SOLVED: To accurately decide the cleaning state of an image carrier. <P>SOLUTION: In a state where the cleaning circumstances of the image carrier are excellent, a torque difference F made between a state where developer exists at a rubbing part with a blade on the image carrier and a state where the developer does not exist at the rubbing part with the blade on the image carrier becomes larger than a prescribed value. Meanwhile, in a state where the cleaning circumstances of the image carrier get worse, the torque difference F made between a state where the developer exists on the image carrier and a state where the developer does not exist on the image carrier becomes small. When the cleaning circumstances of the image carrier get worse further, the driving torque of a motor in the state where the developer exists on the image carrier becomes smaller than that in the state where the developer does not exist on the image carrier.
