PURPOSE: An underwater liquid saving facility for minimizing an effect in the surrounding environment is provided to supply underwater liquid saving facility in which the liquid including the oil treatment reagent in case the underwater liquid saving facility is damaged in the water. CONSTITUTION: An underwater liquid saving facility includes an external partition chamber(10), an internal partition chamber(20), and a water level retaining unit(40). The smaller exterior compartment surrounds an outer unit. The inside compartment is installed in the internal space of the smaller exterior compartment. The liquid is saved in the internal space formed with an inner baffle. The water crowds the internal space of the smaller exterior compartment with the space except for the inside compartment.
