PURPOSE: A portable identification certificating apparatus is provided to conveniently inquire an ID card by comparing a fingerprint of an ID card processor with the fingerprint of the ID card. CONSTITUTION: An ID card information acquisition unit(120) acquires fingerprint information and a resident registration number of an ID card, and a biometric fingerprint recognition unit(140) recognizes the biometric fingerprint of a user. A control unit(160) discriminates the forge of the resident registration number, and compares the fingerprint information with the biometric fingerprint information. A display unit(110) displays the discrimination result of the control unit.
