PURPOSE: A transmitter capable of transmitting data and a semiconductor device including the same are provided to increase the amount of data to be transmitted without increasing a frequency of a signal by using a multi-level signal. CONSTITUTION: A parity bit controller(110) generates a parity bit of different logic state according to the number of data with different most significant bits and least significant bits. A data converter(150) outputs data without changing data. A plurality of transmitters transmit data outputted from the data converter by using the multi-level signal. A counter(130) counts the number of data with different most significant bits and least significant bits. A parity bit generator(140) generates a parity bit with a second logic state.
