PURPOSE: A gateway device for providing both a general phone service and an internet phone service is provided to freely set and change an access route, thereby economically using a phone service. CONSTITUTION: A rule based policy routing table is set to route a call into a PSTN(103) or the internet(112). A called number is analyzed. A call is distributed into the PSTN or the internet network by referring to a prefix of the rule based policy routing table based on the analyzed result. The call distributed by a call distributing unit is connected to the PSTN.
