The installation has a pneumatic compressor (4) connected to a tank (6) e.g. pneumatic engine tank, by a controlled bidirectional pneumatic connector (5). A mechanical drive (3) connects the compressor and a generator (7) e.g. multipolar generator, with an output shaft of a wind pump (1) i.e. Darrieus vertical axis wind pump. A control circuit (8) receives instructions e.g. electrical energy utilization signal (SU-E), to control a controlled clutch (2) of the pump, operation and operating directions of the pneumatic connector and disengageable connectors i.e. mechanical clutches (41, 71).
