PURPOSE: An elastic pavement structure and a construction method thereof are provided to prevent an elastic pavement layer from being separated from a base layer. CONSTITUTION: An elastic pavement structure comprises a base layer(10), multiple coupling members(40), and an elastic pavement layer(20). The base layer is composed of a crushed stone base layer, a concrete layer, or an asphalt layer. The coupling members are fixed to the base layer. The tops of the coupling members are bent in a staple shape. The elastic pavement layer is spread on the top of the base layer with the coupling members.
