PROBLEM TO BE SOLVED: To enhance a frequency of an idle stop, by determining whether an engine can be restarted, even when restarting from the idle stop by a starter for restarting the engine via a belt mechanism. SOLUTION: A difference from the battery lowest voltage is stored in a memory 9 when restarting the engine 1 by a second starter 5 for starting the engine 1 in response to the battery lowest voltage when starting the engine 1 by a first starter 2 for starting the engine 1 in response to starting operation of a driver and an idle stop releasing condition. Afterwards, the battery lowest voltage is detected when starting the engine 1 by the first starter 2, and the battery lowest voltage when starting the engine 1 by the second starter 5, is estimated based on the detected battery lowest voltage and a voltage difference stored in the memory 9, and when the estimated battery lowest voltage is predetermined battery voltage or less, starting of the engine by the second starter corresponding to the idle stop releasing condition is prohibited.
