PROBLEM TO BE SOLVED: To efficiently acquire changed contents when regulation information set in a communication terminal such as a mobile terminal is changed, and to set the acquired contents in the communication terminal. SOLUTION: A validity term is set in regulation information to be used when the mobile terminal 110 performs radio communication with an RFID tag 130, and when the validity term expires, the mobile terminal 110 acquires new regulation information from a management server 140.
