PROBLEM TO BE SOLVED: To provide a file system, an access method thereof and a program for reducing cost of data retrieval even if storing rearranged data. SOLUTION: The file system includes a receiving unit which receives reception data given additional information regarding the order of sending at a sender, a storage unit having a first and a second data storage unit for storing the reception data, and a control unit which controls to determine whether the reception data will be stored in the first or second data storage unit according to the additional information. The first data storage unit is configured to store the reception data in file units and in a cyclic fashion according to the order of sending. If the additional information indicates that the reception data cannot be stored in a corresponding file of the first data storage unit, the control unit controls to store the file in the second data storage unit.
