PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsified cosmetic as a higher fatty acid soap type emulsion, excellent in use feeling and penetration feeling into skin even without adding a special component for improving the penetration feeling. SOLUTION: This oil-in-water type emulsified cosmetic is characterized by comprising (A) behenic acid, stearic acid and isostearic acid, (B) triethanolamine and (C) 40 to 90 mass% water. The blending amount of the behenic acid, stearic acid and isostearic acid is preferably 0.1 to 3 mass% in total, and the blending amount of the triethanolamine is preferably 0.1 to 2.5 mass%.
