PROBLEM TO BE SOLVED: To extract a table region from an image with high accuracy even when a table has a cell region not divided by a ruled line. SOLUTION: An image processing part determines an object corresponding to a connected component from an input image, and when the end points of the sides facing the sides of objects adjacent to the object are present in a predetermined range when seen from the end points of the sides of the circumscribed rectangle of each object, corner links are added to the end points. Then, when the corner links are added to the corresponding end points in the adjacent objects, the adjacent objects are integrated, so that an integrated object can be obtained, and scores showing the strength of connection between the integrated objects are calculated based on the corner links. When the calculated scores are equal to or more than a threshold corresponding to the number of objects included in the integrated object, the region of the integrated object is extracted as a table region.
