PROBLEM TO BE SOLVED: To satisfactorily transfer a toner image even onto a recording medium having an irregular surface. SOLUTION: In the toner image primarily transferred to an intermediate transfer body 16, an adhesion force between toner particles is smaller than that of the toner particles to the intermediate transfer body 16. Further, the electrostatic force to secondarily transfer the toner image to an embossed sheet at a secondary transfer position is smaller than the adhesion force of the toner particles to the intermediate transfer body 16, while being larger than the adhesion force between the toner particles. By executing a layer thickness correcting program 4, the layer thickness of the transparent toner layer in the area of the image isolated in a main scanning direction is thicker than that of the transparent toner layer in the area of a solid image. The layer thickness of the transparent toner layer forming the image isolated in the main scanning direction is thicker than that of the transparent toner layer forming the solid image, accordingly, the colored toner is satisfactorily transferred.
