<P>PROBLEM TO BE SOLVED: To provide a polyol composition for a rigid polyurethane foam, for obtaining a rigid polyurethane foam excellent in dimensional stability, and to provide a production method of a rigid polyurethane foam using the polyol composition. <P>SOLUTION: The polyol composition contains a polyol compound, water as a foaming agent, a foam stabilizer and a catalyst, and is mixed to react with a polyisocyanate component by a urethane foaming device to form a rigid polyurethane foam. The polyol compound contains a resin fine particle-containing polyether polyol by 30 to 100 wt.%. The foam stabilizer is a silicone foam stabilizer containing a graft copolymer of polydimethylsiloxane and polyethylene glycol. The graft copolymer has a number-average molecular weight of 1,250 to 1,350, wherein the polydimethylsiloxane content is 25 to 35 wt.%, and a hydroxy group is included at the terminal of the grafted polyethylene glycol.
