PROBLEM TO BE SOLVED: To provide a winding forming device that can form coils without disallowing adjacent spools come into contact with each other by rotating when wire materials are wound, and deliver all the coils at the same time by moving the spools to positions where they are close to each other when the coils having been wound are delivered to a coil receiving means. SOLUTION: The winding forming device includes a plurality of spools 2 each wound with a supplied wire material to form an annular coil 1, a spool rotating mechanism section which rotates the respective spools, a spool moving mechanism section which moves each spool between a wire material winding position and a coil delivery position, and a control unit 3 which moves the spools to wire material winding positions where adjacent spools 2 do not come into contact with each other by rotating during wire material winding wherein the wire materials are wound around the spools, and moves the spools to coil delivery positions where the spools are put close to each other when coils are delivered to an inserter tool 20.
