PROBLEM TO BE SOLVED: To provide a virtual binder generation system for generating a virtual binder on a computer from image data obtained by reading a document. SOLUTION: A scanner 10 reads a plurality of image data by a series of image reading processes. A PC 20 allocates the image data to components configuring a binder on the basis of the shape or size of the image data read by the scanner 10, and generates the data of the virtual binder on the basis of the allocation and the read image data.
