PROBLEM TO BE SOLVED: To provide a retro-reflective sheet by which reflected light is observed at a large observation angle. SOLUTION: The sheet 10 of light transmission material is used, many spherical projections to be convex lenses 1 are formed on the surface of the sheet 10 without a gap, many spherical projections to be concave reflecting mirrors 2 are formed on the back surface of the sheet 10 without a gap, the plane shapes and dimensions of each convex lens 1 and each concave reflecting mirror 2 are the same, and formed so as to be located on the approximately the same light axis, the curvature center of the convex lens 1 and the curvature center of the concave reflecting mirror 2 on the light axis are separated from each other. Since the curvature center of the convex lens 1 and the curvature center of the concave reflecting mirror 2 are separated from each other, an incident light beam is not concentrated on one point on a reflective surface of the concave reflecting mirror 2, and distributed with spreading. Since an emitted light beam also comes to be reflected with spreading, the reflected light beam is observed at the large observation angle. Observation of signs and persons becomes easy, and for a driver of a vehicle, improvement of driving environment, reduction in traffic accidents, and security of safety, etc. are expected.
