<p><P>PROBLEM TO BE SOLVED: To provide a soil-improving material sufficiently inhibiting elution of hexavalent chromium independent of the properties of the soil even when mixed with ordinary soil, also sufficiently inhibiting elution of fluorine, and excellent in bearing power; and to provide a method for producing the same. <P>SOLUTION: The method for producing a soil-improving material including incinerated ash as a main ingredient includes at least a step of compounding the incinerated ash with cement and water, followed by a granulation step and a drying step, wherein a mixture including at least the incinerated ash, cement and water adjusted to water content of≤50 mass% is added with a powdered sulfur compound and the resultant is granulated during a period from the compounding step till the drying step.
