PROBLEM TO BE SOLVED: To provide an apparatus and a method for measuring the radio wave condition for correctly identifying the position of measurement even when the measurement is executed on a moving body. SOLUTION: A radio wave recording processing means 205b makes a pair of a measured sample of a reception unit 100 and the corresponding time of measurement of a clock means 205a, and records it in a storage unit 204 as the measurement data 204b. Further, a path setting processing means 205c makes a pair of the position designated on a map by an operator through an operation unit 203 and the corresponding presence time, and records it in the storage unit 204 as the path data 204c. A measurement position estimation processing means 205d estimates the moving speed from the path data 204c, and estimates the position of measurement of the measured sample of the measurement data 204b, and a display processing means 205e displays the result of estimation on the map.
