A recognition capability development system based on a web service, a method thereof, and a recording medium recording the same are provided to offer an accessible interface to users and offer the evaluation of an expert level about a check result to the users by adopting a web-based online mode in which restriction on a visual space is less, thereby continuously observing the check result and recognition improvement. A recognition capability development system comprises a server(110), a recognition capability measuring unit(120), a recognition capability diagnostic evaluation unit(130), and a recognition capability promotion unit(140). The server comprises a testee information management unit(111) and a database unit(112). The recognition capability measuring unit measures the recognition capability of a testee by using an offline evaluation module(121) or an online evaluation module(122). The recognition capability diagnostic evaluation unit can perform diagnostic evaluation based on data measured in the recognition capability measuring unit. The recognition capability promotion unit performs the role of grasping a pattern about the insufficient recognition capability of the testee and promoting recognition capability, or analyzes the recognition capability pattern normalized with a standardization module to connect the testee who needs the consultation of an expert to an external specialist.
