<P>PROBLEM TO BE SOLVED: To provide a valve which can be easily reduced in size by simplifying structure and prevents degradation even when a corrosive fluid flows therethrough, and a fuel cell using the same. <P>SOLUTION: The valve has a fluid inlet 1, a fluid outlet 2, a flow path 29 communicating the fluid inlet and the fluid outlet, a valve element 4 provided in the flow path. The valve includes a diaphragm 3 which is disposed so as to separate the inside from the outside of the flow path 29 and which is to be deformed by the difference in pressure between the inside and the outside of the flow path, and an actuator 7 which is provided for the diaphragm and made of at least one kind selected from a shape-memory alloy for deforming the diaphragm, a thermal expansion material, and an electromagnet. The valve 3 is connected to the valve element 4 through a valve shaft 5, and opens and closes when deformation of the diaphragm displaces the valve element.
