PROBLEM TO BE SOLVED: To provide a program evaluation device that evaluates a modified program. SOLUTION: The device includes: an unmodified program execution unit 22 which executes programs as a group of unmodified programs and outputs execution results for each program; a modified program execution unit 32 which executes programs as a group of modified programs and outputs execution results for each program; a comparative determination unit 13 which successively obtains and compares the program-based execution results by each execution unit. When a difference is detected as a result of the comparison, the comparative determination unit 13 outputs the results of executing the unmodified programs to the modified program execution unit 32. The modified program execution unit 32 uses the execution result of the program received from the comparative determination unit 13 as input of the program subsequent to the program in which the difference is detected.
