PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing carrier, wherein an image with a stable image density is formed for a long period of time, even for printing with low consumption. SOLUTION: The electrostatic charge image developing carrier includes a carrier core material and a resin coating layer coating a surface of the carrier core material, and a sea-island structure wherein resin is phase-separated to a sea part and an island part is formed in the resin coating layer; and the sea part and the island part contain conductive particles, respectively; and a ratio between the sea part and the island part, which is confirmed by transmission electron microscopic observation, is within a range from 80:20 to 90:10, and an average dispersion diameter DirS of conductive particles in the sea part which is confirmed by transmission electron microscopic observation, is within a range from 30 to 60 nm; and the average dispersion diameter DirI of conductive particles in the island part is within a range from 100 to 210 nm.
