PROBLEM TO BE SOLVED: To reduce influence of a measurement error due to a change in a position of a rotation shaft in a direction perpendicular to the surface of a recording medium as compared to a case where a line connecting the rotation shaft and a swing shaft is not parallel to a conveyance face regarding a technology for measuring a length of the recording medium in accordance with rotation of a rotary unit that rotates in association with contacting to the conveyed recording medium. SOLUTION: A swing arm 103 that supports a length measurement roll 101 in a manner to swing the length measurement roll 101 is made parallel to a conveyance face of a paper sheet 112. Accordingly, a measurement error of a length in a conveyance direction of the paper sheet 112 caused by vertical movement of an axial position of the length measurement roll 101.
