PROBLEM TO BE SOLVED: To provide a siloxane-based resin composition capable of being reduced in change of coated film thickness with a lapse of time, and forming a cured film reduced with defects caused by foreign materials. SOLUTION: The siloxane-based resin composition comprises (a) a siloxane-based resin obtained by hydrolyzing an alkoxy silane compound in the presence of at least one metal compound particles selected from the group consisting of aluminum compound particles, tin compound particles, titanium compound particles, zirconium compound particles and their compounded particles and performing the condensation reaction of the hydrolysate, and (b) solvent, wherein the resin composition has≥0.10 and≤2.00 wt.% water content in the composition.
